[reVC] D3D9 build crashes when selecting screen resolution #1277

Describe the bug
When trying to change the screen resolution in the options menu on the D3D9 build, the game crashes. It seems related to this issue #1009 where you can't change the anti aliasing value in the options menu either.

To Reproduce
Boot up reVC, go to graphics setup and try to change the screen resolution. Upon being changed it will crash.

Expected behavior
The player should be able to change their screen resolution with no issue.

I also have this issue as well, along with not being able to mod the game since it always crashes if I change anything in the IMG archive of the game, both OAL and MSS 32-bit versions.

This only happens to me in Fullscreen mode. Windowed mode works fine (if you still want fullscreen borderless, use Borderless Gaming)
