[REVC] and maybe even [RE3] Frozen money icons with max pedestrian density #1320

Describe the bug
If I have Ped density set to Max, after a while some money icons will freeze and wont ever disappear and will get stuck in the same area that it occurred until I start a new game or load a save file before the money icon freezing bug occurred. I remembered on the PS2 version it did the same thing when using the unofficial Action Replay cheat code disc when increasing the pedestrians to max.
