[ReVC] Ice cream van jingle doesn't start correctly #1319

Bug Description
The ice cream van jingle doesn't begin to play until you press the horn button multiple times very fast, once it starts to play you also have to keep pressing the horn button in order to stop the jingle. This makes the completion of the asset mission Distribution very complicated.

To Reproduce
Simple enter any Mr. Whoopee van and press the button assigned to the horn function.

Expected behavior
The jingle should start and end with the single press of the horn button.

Version
D3D9 64 bit, this bug happens regardless if you are playing with a keyboard or controller.

Yes, I play mostly with the frame limiter off. However, I did some tests with the frame limiter on and still suffered this issue. What I noticed is that the jingle started a bit more frequently while the frame limiter was on, but I still had many instances of pressing the horn button and nothing happening. I have my horn assigned solely to the R key in case you wanna replicate my setup. (and no, the issue is not my R key as it works perfectly with other vehicles and assigning the horn to other keys didn't solve the issue)
