[ReVC] K-Chat audio volume is lower compared to other radio stations. #1317

Bug Description
K-Chat's audio is much lower compared to VCPR and the other radio stations, making it very hard to listen to it, especially when you are driving a vehicle at high speed.

To Reproduce
Simple enter any vehicle and compare the radios, this is better noticed while driving at high speed. A couple of videos documenting the issue:

Expected Behavior
K-Chat audio volume should be the same as the other radios.

Version
64bit OAL build with PC .adf's.

I did that, sadly it didn't do much as the problem here is the volume of the radio, not the quality.

I maxed out the music volume, it probably won't solve the volume issue much though.
